ICRIR sets out Work Plan for 2024-25
The Independent Commission for Reconciliation and Information Recovery has today published its Work Plan for 2024-25, as it prepares to open contact lines from 1 May for victims, survivors and families to indicate that they want the Commission to investigate their case.
Following Sir Declan’s identification to be the first Chief Commissioner last May, work has been undertaken to build the Commission. The Board was appointed in December 2023 and the Commission has met with a wide range of interested parties to hear their views and get their input into its development. It has published policy papers and proposals and engaged with the Council of Europe and the United Nations to obtain feedback and begin an ongoing dialogue on good practice in Human Rights.
It has also put in place a Code of Conduct, policies for robust governance, declaration and management of outside interests, and complaints handling. Consultations on Operational Design, a Trauma and Resiliency Informed Model, an Equality Scheme and a Disability Action plan have been published and are underway.
The plan recognises that a continual evolution to the Commission’s work and approach will be needed through its first year, with learning and feedback used to improve how it can serve victims, survivors and families and operate efficiently. The first half of the year will see a deliberate build up of the Commission’s interaction and activities. Initial contact from victims, survivors and families about whether the Commission can help in their case will be used to focus further planning and resources to meet the needs of their specific cases.
ICRIR Chief Commissioner Sir Declan Morgan, said:
“This first work plan for the Commission demonstrates the thorough design and planning that has taken place so far and sets out our plans, approach and resources for the year ahead.
“We will need to learn from all those who approach the Commission. Our phased approach to how we begin to carry out our role is informed by the need to understand how we can best serve those who come to the Commission for an investigation.”

- This is the first annual work plan published by the Independent Commission for Reconciliation and Information Recovery.
- The plan sets out an approved budget for the first year of [£22.X]m. Funding to support investigative work can be increased depending on the number of cases that come to the Commission, using a special mechanism known as Annually Managed Expenditure. This defends the Commission’s independence of access to funds.
- The Commission is engaged in a number of public consultation exercises to ensure people have the chance to input to its operational processes. You can access and respond to these consultations via the Commission’s website.

- The Commission has been undertaking recruitment to operational roles since January.
