Our governance

Good governance processes are vital to the Commission to ensure that we carry out our work openly, fairly and accurately. The Commission is led by a Board of seven Commissioners. The Commissioners set the strategy and scrutinise and challenge the Executive Team’s work. The Executive Committee is responsible for leadership of the Commission and the day-to-day work. Also, a number of other formal committees and wider groups feed into the Commission’s work:

Code of Conduct

You can view our Code of Conduct setting out the values that the Commissioners and all working for the Commission must adhere to. Our Complaint Handling Procedure sets out our approach to managing complaints from individuals who are dissatisfied with an act or omission of the Commission, supporting the delivery of our Code of Conduct and ensuring we listen and learn when things go wrong. We have published our policy on designation of police powers by ICRIR officers. We will publish separate procedures relating to complaints about operational decisions in due course.

Other policies

Additionally, our policies on Declaration and Management of Outside Interests and Gifts and Hospitality set out more specific rules so that you can have confidence that all Commissioners and officers of the Commission act with integrity. For Commissioners, outside interests and any gifts and hospitality received are published in our register of interests and gifts and hospitality register.

Our relationship with other public authorities is governed by the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023, any agreed protocols between the Commission and a public authority, and by the Framework Document between the Commission and the UK Government.
