ICRIR Raising a concern policy

The ICRIR recognises that many issues are raised by staff and addressed immediately by line managers – this is very much encouraged. This policy and procedure are aimed at those issues and concerns which remain unresolved, require help to get resolved, or are about serious underlying concerns. Raising concerns refers to staff reporting suspected wrongdoing at work, for example, concerns about data security, health and safety at work, acts of discrimination or negligence or a criminal offence, such as, fraud.

ICRIR Handling a request

This policy sets out the form and manner of a request for an investigation under sections 9 and 10 of the Northern Ireland Troubles (Legacy and Reconciliation) Act 2023 (the Act) and reflects the requirements upon the Commissioner for Investigations under section 11 of the Act, including how the Commission meets the requirements of Section 11(2)(b) of the Act; namely the circumstances in which a request for an investigation may be changed (including by changing particular questions included in the request) or withdrawn. This policy was updated in March 2026.

ICRIR policy for the declaration and management of outside interests

This policy ensures that employees of the Independent Commission for Information and Reconciliation Recovery (ICRIR) have a clear understanding of what might constitute a relevant outside interest and that the Commission takes a consistent approach to the management of outside interests.  

ICRIR safeguarding policies

This policy sets out the principles, processes and governance arrangements that will assist the Commission in meeting its responsibilities of ensuring that people participating in the Commission are not harmed and that there are effective procedures in place for the referral of child and adult safeguarding concerns to the relevant agencies. The below policy sets out the Commission’s position in relation to the engagement or presence of children at its premises. For the purpose of this policy, ‘children’ refers to people under 18 years of age i.e. those who have not yet had their 18th birthday.
