Chief Executive Officer

The Chief Executive Officer is an executive member of the Board and is the Accounting Officer for the ICRIR. The postholder chairs the Executive Leadership Team of the Commission, overseeing the efficient and effective running of the organisation. They ensure it discharges its functions in line with all legal requirements. Also, they direct all staff to work in support of the Commission’s mission.

Commissioner for Investigations

The Commissioner for Investigations is an executive member of the ICRIR Board. They also act as Chair of the Investigative Oversight Committee. They are designated with the full powers and privileges of a constable. This enables them to carry out specialist functions such as conducting reviews and making referrals to prosecutors. The Commissioner for Investigations also has the ability to designate ICRIR staff with the powers and privileges of a constable.

Chief Operating Officer

The Chief Operating Officer is responsible for planning, designing and overseeing the corporate operations of the ICRIR. They lead finance, HR, ICT and estates, and information and security functions. The postholder ensures that good practice requirements of public organisations are reflected in the design of its corporate operations as the Commission is established. They support it to deliver its mission through its statutory functions.

Head of Findings

The Head of Findings oversees the production of written reports for Requesting Individuals at the conclusion of each investigation, working directly with the Chief Commissioner. They are responsible for maintaining the independence of the Findings Team within the Commission, ensuring that the evidence obtained by the Information Recovery Team is rigorously tested and enabling the delivery of high-quality public reports.

General Counsel

The General Counsel is the principal legal adviser to the ICRIR Board and Commissioners on all matters relating to the operation of its functions. The postholder leads the development of the legal advisory framework and strategy for the Commission, including the resourcing model for the ICRIR legal services team.

Head of Governance and Board Secretary

The Head of Governance and Board Secretary is responsible for ensuring that good governance is embedded into the practices of the Board, Executive Leadership Team and wider organisation. The postholder oversees the smooth running of the Board and supporting Committee structures, as well as supporting the Commissioners and Executive Leadership Team through an effective Private Office.
