Selection panel for Commissioner for Investigations formed
On identification as Chief Commissioner (to be appointed formally following Royal Assent), Sir Declan Morgan was asked to lead the selection process for the Commissioner for Investigations.
The role is being advertised through fair and open competition, and a panel to undertake the selection has now been formed. The panel will recommend a candidate for appointment to the role. As Chief Commissioner-designate, Sir Declan will chair the panel, and will be assisted by:
- Robert Beckley, QPM – a former Deputy Chief Constable and Assistant Chief Commissioner. Since November 2016, he has headed the Command Team of Operation Resolve, the investigation into the Hillsborough disaster.
- Wendy Williams, CBE – His Majesty’s Inspector of Constabulary and author of the independent Lessons Learned Review into the Home Office and its handling of events leading up to the Windrush scandal.
- David Porter – the Archbishop of Canterbury’s Chief of Staff from 2016 to 2022, having previously been the Archbishop’s advisor on Reconciliation. He was a member of the Eames/Bradley Consultative Group on the Past.
The deadline for applications has been moved to 4 July so that potential candidates can meet with Sir Declan to discuss the role and take account of the latest position of the legislation, which is scheduled for Report stage in the House of Lords on 21 June.
In addition, Sir Declan has advised that the remuneration level should be reviewed in light of the experience and seniority required for the role.
